This change should be reported under reportable event 14 of Regulation 3 of The Registered Pension Schemes (Provision of Information) Regulations 2006 - SI 2006/567.

You do not need to make a report if the only reason the membership banding has changed to '0' is as a result of the scheme completing wind up.
