Description
Electro Lube® is an anti-stick solution designed to keep eschar (necrotic or dead tissue) from sticking to the electrosurgical tips of surgical instruments known as diathermy tips or electrodes, during surgical use, therefore reducing the likelihood of eschar build-up which could impede healing process and increase the risk of further infection in the wound. The lubrication is applied to the tips of the diathermy tips or electrodes with a provided sterile foam pad to clean them of debris and any infected tissue. The product is packaged in a 4ml opaque bottle with sterile foam pad, for single-patient use.

Justification
For the purposes of determining the commodity codes within which goods most appropriately fall, Reg 3(1) of The Customs Tariff (Establishment) (EU Exit) Regulations 2020 sets out that the rules of interpretation contained in the following have effect – a Part Two (Goods Classification Table Rules of Interpretation) of the Tariff of the United Kingdom (Reg 3(1)(a)); and b. Notes to a section or chapter of the goods Classification Table (Reg 3(1)(b)). General interpretative rules (GIR)s: GIR 1 has been used to classify this product by the terms of heading: 2923 Quaternary ammonium salts and hydroxides; lecithins and other phosphoaminolipids, whether or not chemically defined. GIR 5b has been used to identify the type of packaging: 4ml opaque poly bottle, with a screw top. GIR 6 has been used to classify the goods to subheading level: 292320 Lecithins and other phosphoaminolipids. Also classified in accordance with: Heading 2923 Chapter notes 1a Harmonised System Explanatory Notes (HSEN) to heading: 2923.20 (2).
