Description
The heavy duty assisted lift trunnion is a device designed for use in the railway environment, used to hold signalling equipment for Railways. It forms the support structure for a signal once it is erected. It folds up and down and uses twin reactive springs. These are controlled by a fulcrum system (a mechanical arrangement where a pivot point enables movement or force transfer through a lever or similar mechanism), that allows the force required to move the signal post from horizontal to vertical, to be equalised across the full range of movement. It can therefore be raised and lowered by hand without any additional mechanical handling equipment. Constructed of steel, of two main sub-assemblies: a base plate and the main tubular housing, which has two spring units attached, connected by a main hinge. It is packaged in a stillage.

Justification
Classification has been determined in accordance with the following: For the purposes of determining the commodity codes within which goods most appropriately fall, reg 3 (1) of The Customs Tariff (Establishment) (EU Exit) Regulations 2020 sets out that the rules of interpretation contained in the following have effect – a. Part Two (Goods Classification Table Rules of Interpretation) of the Tariff of the United Kingdom (Reg 3(1)(a)); and b. Notes to a section or chapter of the Goods Classification Table (Reg 3(1)(b)). General Interpretative Rules (GIR)s: GIR 1 – has been used to classify this product by the terms of heading 8608 – Railway or tramway track fixtures and fittings; mechanical (including electromechanical) signalling, safety or traffic control equipment for railways, tramways, roads, inland waterways, parking facilities, port installations or airfields; parts of the foregoing. GIR 5 (b) – has been used to identify the type of packaging – in a stillage.
