Description
Optical fibre cables used in telecommunications for the transmission of data and signals, intended for standard outdoor installation or installation in ducts. The goods are made of individually sheathed optical fibres, including conventional single-mode optical fibres and hollow-core optical fibres. The hollow-core fibres differ in structure and optical characteristics from conventional solid-core single-mode fibres and are neither purely single-mode nor multimode fibres. Each fibre is fitted with an SC/APC connector at one end only. The optical fibre cable is manufactured by assembling different types of optical fibres within a loose-tube structure filled with protective gel, together with water-blocking material, a ripcord and an outer sheath made of high-density polyethylene. The optical fibre cable functions by transmitting data through optical signals propagated within the fibres. While conventional solid-core single-mode fibres guide light by total internal reflection, the hollow-core fibres incorporated in the cable use a different light-guiding mechanism and do not operate in the same manner as standard solid-core single-mode fibres, and may propagate a single mode or multiple higher-order modes. Hollow core fibre guide light in the way of so-called anti resonate. The optical fibre cable is packaged on wooden reels, with each reel containing a length ranging from 1 to 5 kilometres.

Justification
Classification has been determined in accordance with the following: For the purposes of determining the commodity codes within which goods most appropriately fall, Reg 3 (1) of The Customs Tariff (Establishment) (EU Exit) Regulations 2020 sets out that the rules of interpretation contained in the following have effect – a. Part Two (Goods Classification Table Rules of Interpretation) of the Tariff of the United Kingdom (Reg 3(1)(a); and b. Notes to a section or chapter of the Goods Classification Table (Reg 3(1)(b)) GIR 1 has been used to classify this product by the terms of heading 8544 - Insulated (including enamelled or anodised) wire, cable (including coaxial cable) and other insulated electric conductors, whether or not fitted with connectors; optical fibre cables, made up of individually sheathed fibres, whether or not assembled with electric conductors or fitted with connectors GIR 5 (b) has been used to identify the type of packaging. GIR 6 - has been used to classify the goods to subheading level 854470 - Optical fibre cables 10 Digit code 8544700091 - Cables equal to or above 500 metres in length in which all the optical fibres are individually fitted with operational connectors at one or both extremities, excluding plastic insulated cables for submarine use containing a copper or aluminium conductor in which fibres are contained in metal module(s) Also classified in accordance with: Harmonised System Explanatory Notes (HSENs) to heading 8544
