Description
An A3 sheet of uncoated, uncoloured, handmade seed paper, made from natural, biodegradable cotton fibres and embedded with crushed wildflower seeds. Intended to be cut into squares, rectangles and circles which are then printed upon to create postcards, coasters, business cards and wristbands. Marketed as biodegradable promotional items, but no guarantee of germination is attached to the seeds as they are crushed when embedded into the paper. Approximately 140gsm. Having a brightness of 90%. Containing less than 3% ash. Having a burst index less than 2.5 kPa.m2/g.

Justification
Classification has been determined in accordance with the following: For the purposes of determining the commodity codes within which goods most appropriately fall, reg 3 (1) of The Customs Tariff (Establishment) (EU Exit) Regulations 2020 sets out that the rules of interpretation contained in the following have effect – a. Part Two (Goods Classification Table Rules of Interpretation) of the Tariff of the United Kingdom (Reg 3(1)(a)); and b. Notes to a section or chapter of the Goods Classification Table (Reg 3(1)(b)). General Interpretative Rules (GIR)s: GIR1 – Has been used to classify this product by the terms of heading 4802 – Uncoated paper and paperboard, of a kind used for writing, printing or other graphic purposes, and non-perforated punchcards and punch-tape paper, in rolls or rectangular (including square) sheets, of any size, other than paper of heading 4801 or 4803; handmade paper and paperboard. GIR6 – Has been used to classify the goods to subheading level 480210 – Handmade paper and paperboard.
