Description
The product is a battery operated cordless hard floor cleaner. It is made from a combination of metal, rubber and plastic Comprising a number of main components including suction pump, cleaner tank, waste water tank, electric motor, brushes, filters, electronic circuitry and a rechargeable battery within housing attached to a handle with a display, designed to be used whilst standing. The user typically pushes the unit along the floors to be cleaned, the unit dispenses a cleaning solution from the tank onto the floor, the brushes scrub the floor with the solution which is then vacuumed up into the waste water tank. There is no facility for collection of dry dirt so this device cannot be used as a vacuum cleaner. The operations manual states that it is to be used on hard flat surfaces only The unit comes partially assembled, the user would need to complete assembly of the product before it can be used It is packaged with various attachments and accessories, including a motorized floor brush, crevice tool, dusting brush, and a washable filter, user manual and charging cable. Justification
Classification has been determined in accordance with the following: For the purposes of determining the commodity codes within which goods most appropriately fall, reg 3 (1) of The Customs Tariff (Establishment) (EU Exit) Regulations 2020 sets out that the rules of interpretation contained in the following have effect – a. Part Two (Goods Classification Table Rules of Interpretation) of the Tariff of the United Kingdom (Reg 3(1)(a)); and b. Notes to a section or chapter of the Goods Classification Table (Reg 3(1)(b)) GIR 1 has been used to classify this product by the terms of heading 8509 - Electromechanical domestic appliances, with self-contained electric motor, other than vacuum cleaners of heading 8508 GIR 2(a) has been used as the goods are incomplete / unassembled GIR 5 (b) has been used to identify normal packaging for transport GIR 6 has been used to classify the goods to sub-heading 8509 80 – Other appliances Also classified in accordance with :- Harmonised Standard Explanatory Notes (HSENs) to heading – 8509 Notes 4(a) and 4(b) to chapter 85
